hmm...because the former is for sexual display which pleases men (therefore acceptable) and the later is not for sexual display, but people are so hung up on an organ that is NOT part of the reproductive system as sexual that they think it's bad...especially because it's not whipped out to visually appeal to men.
I dunno. I say breastfeeding in public should be ok, especially because we know its the healthiest thing for a baby. Shooing mothers and babies to a bathroom stall is unacceptable.
